Harrier Federal is being organised to provide professional and technical services to federal agencies — the operational, administrative and technical work that keeps programmes running, delivered by a company built from the outset to meet the compliance obligations that come with the customer.

Premise

Why compliance comes before capability.

The reason competent small companies lose federal work is rarely capability.

It is that the accounting system cannot produce what an auditor asks for, the timekeeping does not hold up, or a certification was claimed a little ahead of when it was actually granted.

Harrier Federal is being built the other way round: the record-keeping, the timekeeping discipline and the registrations first, so that the claims made later are ones the file supports.

Timekeeping, cost records and subcontract administration built to be examined, starting before there is anything to examine. Retrofitting an accounting system to an auditor’s question is where small contractors lose money they have already earned.

Claims the file supports.

A capability is described as a capability when the company can demonstrate it, and as an intention when it cannot. The same rule applies to certifications: any socioeconomic programme is claimed only once it has actually been awarded, and never in anticipation.
